Reasons include political, technical, legal, environmental, commercial, and financial.

For the longest time, it had seemed to me the project was about to begin - a real infrastructure project. But there was always some obstacle in the way, some approval to be granted first, a study stalled, a community need unknown, a revenue stream to be guaranteed, a risk to be mitigated... Then the project would begin.
At last, it dawned on me, these obstacles were the project.

WELCOME

We move horizon infrastructure projects from the Government planning shelves to be shovel ready. We operate at the intersection of public agencies and the private sector, creating seats at the table for the right people to collaborate and step-shift projects forward.

We navigate complexity behind closed doors, introduce design thinking where traditional project management approaches stalled, re-think organization design for Infrastructure. Our superpower is joining the dots, synthesis thinking and collaborating beyond geographical and/or organizational boundaries. Most importantly we bridge the divide between the public and private sectors by being uniquely specialized in three divergent disciplines: civil engineering, public policy, and commercial strategy.

We understand the Government and private sector speaks different languages with divergent and engrained definitions of success. As an infrastructure advisory firm, we have built organizational expertise around the process that supports an innovative model of pre-project planning: The Infrastructure Incubator. In this model, Horizon Projects are isolated and streamlined for efficient pre-project planning.
